The Samsung Taylor was a device along with other smartphones Microsoft handed out to developers before the Windows Phone 7 launch in order for them to test out their applications on a real-life handset.
According to Microsoft Community Forums — especially a Microsoft rep answer — the Samsung Taylor will not receive the NoDo update (and even more, we guess it will not receive Mango either). Since those devices were pre-production or prototype units running RTM build of Windows Phone 7, Redmond has no intention of updating them. The story could be the same with all developer devices but it’s fair to assume that everyone has access to Windows Phone 7 hardware nowadays — compared to the situation before the launch.
