From XDA Developers comes a Sense UI-like Throttle Launcher theme for QVGA devices or more like how to make your Windows phone look more like the upcoming HTC Hero.

Since it’s a Throttle Launcher theme, you’ll need to have that one installed on your Device as a prerequisite. After that, the instructions are pretty straightforward on the thread with both regards to aspect, sounds and widgets.
