For users who aren’t satisfied with the default live wallpapers that came on Android 2.1, a developer over at XDA-Developers by the name of madwolfchin has created a tool called Ownskin UGC that runs on your Android phone that will allow you to create your own user-generated live wallpaper without much programming nor coding knowledge needed.
In order to run the app, you would need to download it from XDA-Developers, which means you will need an Android handset capable of installing non-Android Market apps (sorry AT&T users).
The limitation right now is that any widget that’s part of the wallpaper pack that requires an Internet connection to get updates won’t be able to do that, although a promised update to get Internet-updated widgets is forthcoming.
