The decision to give devices an OS or ROM upgrade usually rests with the carriers and manufacturers. Unfortunately for Android, some have not been as forthcoming as others, but we’re seeing more upgrades Android 2.x by American manufacturers and providers–Cellular South, a regional provider, being the latest to come out and announce that its version of the HTC Hero–like the Sprint version–will be given the Android 2.1 treatment.

News of the upgrade came in the form of a Twitter message, which seems to be more common these days, though exact timing isn’t given. Sprint has announced that their upgrade will come in the first half of 2010.
