Colorado Declares Cell Phone a Necessity, Free to Low Income People

While there have been cheap, low-cost landline phones for low income people and families, it looks like the way technology is progressing is causing Colorado to evaluate cellular phones a necessity. The state is looking to give away cell phones to low income people, though said phones would probably not be a Windows Phone. The deal would give low income people a cell phone with about 83 minutes of talk time per month on a Motorola handset.
