Earlier this month, Verizon Wireless announced that it was targeting a date sometime in 2013 for delivery of a new service to its customers. The new feature isn't a high-speed data option or device upgrade policy, but something much more mundane or critical, depending on your perspective: an SMS-to-911 backbone.
