Developer Edition phones answer a need of a certain slice of the market: those power users that want to do extreme modding, tweaking, hacking. Some OEMs who usually lock down bootloaders with no unlocking solution in sight prefer to release "developer edition" phones with special conditions (usually loss of warranty) so that they don't have to put up with the consequences of the masses going all power-user on devices.
