Is This Windows Mobile 6.5 Non-Touchscreen?

There is an internal debate going on among the editors here at pocketnow.com on whether there will be a non-touchscreen version of Windows Mobile 6.5. There was never an official announcement from Microsoft on this front.

What is seen below is a taken from an alleged Chinese WinMo 6.5 ROM for the non-touchscreen HTC Tornado (also known as the i-mate SP5/m, Cingular 2125, etc) via XDA-Developers. It appears to be very similar to what we've been seeing all along for WinMo 6.5 touchscreen (thus making it suspicious). Contrary to what we're used to in Windows Mobile Standard, these screenshots show the X button in the upper right, the Start menu on the top instead of bottom (though this shouldn't be a big deal if all WinMo 6.5 hardware have a Windows flag), and there is even a keyboard launcher along the bottom row of screenshots - which is silly, considering that a non-touchscreen device wouldn't benefit form an on screen keyboard. The only thing that differs is the soft key menu which is smaller and shaped differently than we've seen.

Further, if you go through the aforementioned thread at XDA, or even this thread at AllShadow.com (where they're trying to port this ROM to the Shadow), you'll see that no one has been able to get this to work. So yeah, this doesn't convince us either way if there will be a Windows Mobile 6.5 non-touchscreen.
