Thus far it seems that Windows Phone 7 Series will operate much like the iPhone for multitasking. While programs probably can’t run in the background, they can show push notifications (even if they’re shut down) much like you see above, from the demo of a soccer program. You’ll get a little strip on the top of the screen that will show up in any program.
