Windows Mobile 6.5 Build 23022: What is Microsoft Up To?

The latest build of Windows Mobile 6.5 from XDA (and by this point, the version we'll see on phones this fall has already been completed) adds several mysterious new features that may imply that an interim build of Windows Mobile (between 6.5 and 7) will be released that is especially optimized for use with capacitive displays.
There are three different features shown in this video. First, if you double tap an area where there is text, you'll get an iPhone-like magnifier that makes it easy to place the cursor with your finger. Second, the notification area now becomes larger if you tap on the bar at the top. And third, the OK/close button has been relocated down to the bottom bar, and the design of the soft keys has changed. All of these features are not polished, so they're obviously not close to final.
Is this Windows Mobile 6.5.1 that we've heard about, or could there by a 6.7 release on its way? We'll be trying to put the pieces together.
