Of course you have to be consuming a lot of data and that is not over WiFi to get this message from AT&T on your iPhone. After the wave of text messages to users who were using their iPhones to tether the internet connection, the carrier is sending out these messages advising users who consume a lot of data to switch to WiFi in order to avoid reduced speeds. Help AT&T unclutter those data pipes! Let us know how much data you consumed if you got this message so that we can better understand what’s the thing with those “top 5% of users”.
