In mid-November, we heard some rumors about the forthcoming arrival of App World 3.1 for BlackBerry devices. 3.0 had left beta back in September, and there were already suggestions flowing about what new features might be coming to the next version. Today the app finally arrives, confirming its feature-list and becoming available for testing to users registered with RIM’s BlackBerry Beta Zone.

Sure enough, the two features from last months’s rumor show up implemented: support for using the app over WiFi-only connections (an oversight that’s been around for too long) and a gifting system. You’ll be able to make make requests for the apps you’d most like to own, and a benevolent friend could pick up the tab and purchase the title on your behalf.

App World 3.1 introduces RIM’s new rating system, which we learned about last week. At the time, RIM announced that App World 3.1 will make its non-beta debut on December 15, and developers with apps up for have until then to answer questions about content in order to be assigned the correct ratings. When that’s not possible, RIM will auto-assign a ratings based on app category.

The final major change in App World 3.1 is one we hadn’t heard about yet: support for new languages. With this release, RIM adds Simplified Chinese, Traditional Chinese, Korean, Thai, Indonesian, Vietnamese, and Dutch.
