Back at the end of July last year we heard of AT&T’s plans regarding throttling speeds for unlimited users who rank, based on their usage, in the top 5% of all AT&T users.

Mark Siegel, spokesman for AT&T, told the New York Times that users who consume two gigabytes or more per month will be entering the top 5% of AT&T’s heaviest data users. However, just because you’re in the “elite” top 5%, Siegel said that it doesn’t mean you will get throttled. “AT&T will only reduce speeds for the top 5% of users in areas where network capacity or spectrum is insufficient”; it looks like it will be different from one case to the other. The spokesman also added that in the last month, less than 1% of AT&T’s smartphone customers were affected by this policy.
